Nobody, in the sense you mean. Tmall Global has no Chinese importer of record: your overseas company sells and owns the goods, and each parcel clears customs as the shopper’s own import. You still need a mainland company that registers with customs and shares liability, and a bonded or direct-mail logistics route. You’ll probably hire a Tmall Partner (TP) too.
The question usually comes from a brand that already imports somewhere. In the US or the EU, someone on the ground files the entry and owns the duty. China has that route too. It’s called general trade (一般贸易): a Chinese importer declares the goods, pays full duty and VAT, puts on the Chinese label and holds the product filings, then sells to distributors and stores.
Tmall Global, Alibaba’s marketplace for imported goods, runs on the other route, cross-border retail import. The shopper buys from you abroad.
In cross-border retail import, the seller is the overseas-registered company selling to mainland shoppers and the owner of the goods. The goods are supervised as personal-use imports, with no first-import permit, registration or filing required. So the job an importer of record does in general trade gets split across several companies on Tmall Global.
Tmall Global importer of record duties: who holds each one
| Role | On Tmall Global | In general trade | Who usually fills it | Cash at our calculator defaults, RMB |
|---|---|---|---|---|
| Overseas selling entity | Required. It opens the store and owns the stock | Optional. It sells to the importer | Your own company outside mainland China | 50,000 deposit, refundable, plus a 30,000 annual fee |
| Mainland agent | Required by customs. It registers, declares and shares liability | Not used | The TP or the bonded warehouse, sometimes through its customs broker | 0 in our default, since the TP or warehouse covers it |
| Tmall Partner (TP) | Optional. Tmall must be told who runs the store | Not used for store shelves | A store-operations agency, paid a retainer and a share of sales | 35,000 a month plus 10% of sales |
| Logistics provider | Required. A bonded warehouse (1210) or a direct-mail forwarder (9610) | A freight forwarder and a customs broker | A bonded warehouse operator in China, or a forwarder at home | 400,000 before the first order on the bonded route |
| Importer of record | Not used. Each parcel clears as the shopper’s import | Required. It declares, pays full duty and VAT, holds filings | The distributor, or an importer that sells to it | Carried by the importer, inside its price |
| Distributor | Not used | Required for supermarket and store shelves | A Chinese company that buys your stock and resells it | None from you. It keeps a margin |

The overseas entity is the one fixed piece. Tmall Global won’t take anything else.
Merchants must be companies with qualifications outside mainland China and an overseas registered trademark. The store entity must be a company overseas or in Hong Kong, Macau or Taiwan, and the merchant must give Tmall Global the identity and details of any agent operator running the store. The mainland agent is the closest thing to an importer of record
This is the role buyers miss. The seller can stay offshore. Customs still wants a mainland name on the file.
A cross-border retail import seller must appoint a company registered in mainland China. That company registers with customs, is responsible for truthful declaration, accepts supervision and bears joint civil liability with the seller. Source: Ministry of Commerce and five other agencies (商务部等六部门), 商财发〔2018〕486号, article 4, November 2018. https://www.gov.cn/zhengce/zhengceku/2018-12/31/content_5437823.htm
In practice it rarely costs a separate fee. Our Tmall Global calculator carries a line for a clearance agent and leaves it at zero by default, because on the bonded route the TP or the warehouse usually takes the job. Read the contract anyway. Joint liability means that company answers for your declarations, so it will check your product data before it files, and you’ll want to know who holds the customs registration if you change partners.
Food is now stricter.
Since May 27, 2026, Tmall Global stores in food, infant formula and baby food, and supplements and tonics must file a mainland company’s business license and food business license, its legal representative’s ID, and a cross-border retail import food entrusted-operation agreement. Tmall gives food recall duties as the reason. That company still isn’t an importer of record, and the goods stay yours. But a food brand now needs a licensed mainland partner on file before the store opens. Find out which company your TP plans to put there.
1210 bonded vs 9610 direct mail
Customs gives the two cross-border routes a code each.
Cross-border retail imports reach the shopper either as bonded online purchases (网购保税进口, customs code 1210) or as direct purchases (直购进口, customs code 9610), and the goods must be on the cross-border retail import list. Source: Ministry of Commerce and five other agencies (商务部等六部门), 商财发〔2018〕486号, article 1, November 2018. https://www.gov.cn/zhengce/zhengceku/2018-12/31/content_5437823.htm
Under 1210 you ship stock in bulk to a bonded warehouse in China before anyone orders. It clears one parcel at a time when a shopper pays, so delivery is domestic. Under 9610 the order ships from abroad, parcel by parcel, and nothing sits in China.
The tax is the same on both.
Within the limits, cross-border retail imports pay 0% duty, and import VAT and consumption tax are charged at 70% of the statutory amount. Source: Ministry of Finance, General Administration of Customs and State Taxation Administration (财政部 海关总署 税务总局), 财关税〔2016〕18号, March 2016. http://www.mof.gov.cn/gp/xxgkml/gss/201603/t20160324_2510682.htm
For most goods that works out to 9.1% (13% VAT times 70%), usually paid by the shopper at checkout.
Cash isn’t. Bonded means money in China up front. Our calculator puts a 100,000 RMB warehouse deposit and a 300,000 RMB tax prepayment ahead of the first order, out of 505,000 RMB in total before day one (about US$71,000 at a 7.1 planning rate), so the warehouse ties up more than the platform deposit, the annual fee and the store build combined. Then it charges per order: 17.35 RMB at the defaults (storage, pick and pack, last mile and a 5% return allowance), or 6.9% of a 250 RMB basket.
TheChinaPath calculator data, October 2026.
Direct mail skips the deposit and puts the wait on the shopper instead (a parcel from Europe doesn’t land overnight). It suits a test, or a long tail of slow sellers. Pick one route per product and label it honestly, because Tmall checks.
A product listed as a mail-declared, overseas direct-mail item that is actually shipped from a bonded warehouse in China is deleted, and a store caught three times is closed. When a distributor comes in
A distributor belongs to general trade. It shows up when you want something cross-border can’t do, and there are two common triggers.
The first is a physical shelf. Cross-border stock is meant for single parcels to shoppers, and the rules keep it there.
Goods bought through cross-border e-commerce are final goods for the shopper’s personal use and may not be resold in the domestic market. Bonded online-purchase goods are in principle not allowed to run a “bonded plus offline pickup” model outside special customs zones. A single item priced above the 5,000 RMB per-order limit may still come in alone in its order, paying full duty, VAT and consumption tax. Source: Ministry of Finance, General Administration of Customs and State Taxation Administration (财政部 海关总署 税务总局), 财关税〔2018〕49号, November 2018. https://policy.mofcom.gov.cn/claw/clawContent.shtml?id=65769
So supermarkets and restaurants get their goods through general trade, and someone has to be the importer of record. Usually it’s the distributor itself, or an importer that sells to it. Budget the time, too: in our own work, a distributor contract takes three to five months from the first meeting to a signature.
The second is a product the cross-border route can’t carry at all: anything missing from the cross-border retail import list, or an order that would take a shopper past the 26,000 RMB annual quota.
Either way, general trade brings the paperwork back. For food, the importer files with customs and your plant has to be registered. The pack needs a Chinese label as well.
Imported prepackaged food must carry a Chinese label stating the origin and the name, address and contact of the domestic agent, or it may not be imported. Food importers and overseas exporters must file with the inspection authority, and overseas food plants must be registered. Once a distributor owns the stock, it also sets the shelf price. The same line runs through Tmall stores: a service TP works on your stock, while a buy-out TP buys it and behaves like a distributor. Our piece on service and buy-out Tmall Partners walks through who sets the price in each.
Common set-ups, from a test to a shelf
A brand testing China. Your overseas company opens the store, sometimes on direct mail for a short range, and a TP runs it. Keep the first year small enough to read the data. Check that the TP, or a warehouse it works with, will act as the mainland agent, and get that in writing.
A brand ready to commit online. Same entity, now on the bonded route with a TP. At the calculator’s default target of 3.5 million RMB in first-year sales, the TP’s retainer and commission come to 770,000 RMB, about 22% of sales, on top of the 400,000 RMB the warehouse holds (TheChinaPath calculator data, October 2026). Run the calculator at your own target before you compare quotes.
A brand that wants shelves as well. The Tmall Global store keeps running, and a distributor imports a separate general-trade range for offline. That’s two partners on two customs routes. Write the split into both contracts by channel so the distributor’s territory doesn’t reach the platforms.
Whichever fits, our guide to finding a Tmall Partner sets out the checks, and our cross-border setup team settles the entity and the warehouse route, and who signs as mainland agent, before the store opens.
Frequently asked questions
Does Tmall Global need a Chinese importer of record?
No. Your overseas company is the seller and owns the goods, and each parcel clears as the shopper’s personal import, so no Chinese company imports them. Customs does require a mainland company to register, declare and share joint civil liability with you. That’s usually your TP or your bonded warehouse, sometimes through its customs broker.
Can my Tmall Partner act as my mainland agent?
Usually, either directly or through the bonded warehouse it works with. Ask before you sign. That company shares liability for your declarations, so the contract should say who holds the customs registration and how it moves to a new partner if you switch.
Can a distributor sell the stock from my bonded warehouse?
Plan on no. Goods bought through cross-border retail import are for the shopper’s personal use and may not be resold, and bonded stock in principle can’t serve offline pickup outside special customs zones. A distributor needs its own general-trade shipment with a Chinese label and an importer of record.
Do I need a company in China to open a Tmall Global store?
No. The store must be opened by a company outside mainland China with an overseas trademark. Food and supplement stores, baby food included, are the exception in practice: since May 2026 they also file a mainland company holding a food business license, under an entrusted-operation agreement, before the store can open.
