China toy CCC certificates must move to GB 6675-2025 by November 2027

China's new toy standard took effect Nov 1. Every CCC toy certificate needs a gap test and a reissue by Nov 1, 2027, or CQC suspends it.

China’s revised toy safety standard, GB 6675-2025, took effect on November 1. A brand selling toys through general trade now has until November 1, 2027 to convert every CCC certificate issued under the 2014 edition, or the certificate is suspended. Almost every conversion needs a new lab test first.

CCC is China’s compulsory product certification. For toys it covers electric, plastic, metal and ride-on toys made for children under 14, and it binds general trade, where an importer clears the goods and a distributor or retailer sells them. We read the notices below on November 2, 2026.

What changed on November 1 for China toy CCC certificates

The four parts of GB 6675-2025 replaced the 2014 editions. On the same day China’s certification regulator made its new toy certification rule mandatory.

From November 1, 2026, CCC certification follows the new rules, including the toy rule CNCA-C22-02:2026. Certificates already issued stay valid and convert through product changes or renewal. The hard dates came from CQC, the China Quality Certification Centre, which certifies toys.

From November 1, 2026, CQC issues only new-edition toy certificates. Holders must convert by their next follow-up inspection, and by November 1, 2027 at the latest. CQC suspends any certificate not converted by then and revokes it if it is still unconverted on February 1, 2028. Stock already in the channel gets its own date.

Products made or imported to the old edition before the standard took effect must meet the new one from the 13th month after that date. What it costs, worked at RMB 10 million a year

A certificate converts by simple reissue only when the new standard adds no test items. For toys it almost always adds one.

The odor test is a gap test for every toy. The new emission test for formaldehyde and other volatile organic compounds applies to every toy except untreated natural wood and metal ones. Toys with accessible plasticized material are retested for four added phthalates. CQC publishes its certificate fees. The test fee is the lab’s quote, and none of the toy certifiers we checked publishes a price for these tests.

CQC charges 500 RMB per certification unit to apply (1,000 RMB more to translate non-Chinese documents), 800 RMB per unit for approval, 2,500 RMB per person-day of factory inspection and 100 RMB per certificate a year. Tests follow the lab’s schedule. Inspections of factories outside China are priced case by case. Set those fees against the sales a missed date would block.

Take a foreign toy brand selling RMB 10 million a year at retail through a general-trade distributor. It holds four CCC certification units, one electric line and three plastic ones, all certified to the 2014 edition. Each unit needs at least the odor and emission tests before it converts. If one unit misses November 1, 2027, its certificate is suspended and those toys can’t be imported or sold. With sales split evenly, that’s about RMB 208,000 a month (our arithmetic) until the certificate is back.

Which budget line moves

Certification and testing. Every certified unit needs gap tests by late 2027 at the latest, and sooner if its follow-up inspection comes first.

Inventory moves with it. Old-edition stock has until October 31, 2027, so a slow SKU sitting in a distributor’s warehouse turns into a write-off after that date.

Cross-border stores on Tmall Global or JD Worldwide sit under a different regime.

Cross-border retail imports are supervised as goods for personal use, with no first-import license, registration or filing. The cross-border seller carries responsibility for quality and safety. Nothing published on November 1 touched that text. We found no regulator text that says whether CCC binds a cross-border toy, so we’d still certify anything in scope before listing it.

What to do, and by when

By November 30, ask your certifier for a conversion plan per certification unit: the gap tests each one needs and the date of its next follow-up inspection.

Before the next shipment sails, check its test reports against the 2025 edition. A carton made in Vietnam to the old edition in October and cleared in Shanghai after November 1 sits in the gray zone of the 13th-month clause. Get the certifier’s reading in writing before it ships.

By June 30, 2027, list the SKUs still made to the 2014 edition and plan their sell-through before October 31. By November 1, 2027, every certificate should be converted.
