Choosing a supplements distributor in China: blue hat or cross-border

A supplements distributor in China needs a blue hat to sell your product, and your manufacturer holds it. No blue hat means cross-border and a TP.

In a Guangzhou supplements importer's office, a man checks the label on a bottle while a colleague browses a Tmall Global health food page on a laptop.

A supplements distributor in China can put your product in shops and domestic online stores only if it carries a blue hat, the health food registration or filing. For an imported supplement, the overseas company behind the product holds that approval, never the distributor. Without one, you sell cross-border, and the hire is a Tmall Partner (TP), not a distributor.

The blue hat is the health food mark on the pack, and regulators tell shoppers to look for it.

When buying, check the label or leaflet for the health food blue hat mark and the approval number. Registration and filing records can be looked up on the SAMR website. The law sets two doors in. Registration is the long one. Filing is quick, and it’s narrow.

Health foods using raw materials outside the catalogue, and health foods imported for the first time, must be registered with the national regulator. First-imported health foods that supplement vitamins, minerals and other nutrients are filed instead. Imported health foods must be approved for sale by the exporting country’s authority. So the route comes first. It tells you which partner to look for.

Three routes for a supplements distributor in China

Route Who holds it Statutory time Channels it opens Partner it needs
Health food registration (blue hat) The overseas manufacturer, through its China office or a Chinese agent it appoints 60 working days of technical review (plus up to 20), then 20 for the decision; inspections and retests stop the clock General trade: shops, pharmacies, supermarkets, domestic online stores An importer-distributor, which can also act as the registration agent
Health food filing (blue hat) The overseas manufacturer Recorded on the spot once the dossier is complete The same as registration An importer-distributor
Cross-border retail import No approval; the overseas seller sells to the shopper No approval step; store setup only Tmall Global, JD Worldwide, Douyin cross-border, within the shopper’s limits A Tmall Partner or cross-border store operator

Times are from the SAMR Measures for Health Food Registration and Filing, arts. 16, 26, 27 and 50, and the cross-border row from MOFCOM’s 2018 notice, both cited below. Checked November 3, 2026.

Filing only covers the nutrients. A first-time import of anything else (a probiotic blend, an herbal extract) goes down the registration road.

Filing applies to health foods whose raw materials are already in the health food raw material catalogue, and to first-imported health foods that supplement vitamins, minerals and other nutrients. Source: State Administration for Market Regulation (市场监管总局), Measures for Health Food Registration and Filing (保健食品注册与备案管理办法), art. 45, Order No. 22 of 2016 as amended by Order No. 31, October 2020, via the Beijing Administration for Market Regulation. https://scjgj.beijing.gov.cn/cxfw/flfgcxfw/spaql/202006/t20200618_1927767.html

The blue hat stays with the overseas company

One clause settles who owns it.

The applicant for registration of an imported health food must be the overseas manufacturer of the product. It applies through its permanent representative office in China or a Chinese agency it entrusts. The filer of an imported health food must also be the overseas manufacturer, meaning the company or organization whose product meets the rules for sale in its own country. Source: State Administration for Market Regulation, Measures for Health Food Registration and Filing, arts. 11 and 46, as amended October 2020. https://scjgj.beijing.gov.cn/cxfw/flfgcxfw/spaql/202006/t20200618_1927767.html

If your company sells the product legally at home, that can be you. A distributor that offers to “get you the blue hat” is offering to be the agent. That’s real work, months of dossier and retests. But the certificate carries the maker’s name, and it runs for five years.

Put that in the contract. Name the distributor as agent for a set list of products and agree who pays for testing. Then add one more line: the agent role ends when the distribution deal ends. If you ever replace the partner, the approval should stay where it is while only the agent changes.

Ask for the testing and the agent’s work to be quoted per product, in writing, before anything is filed.

The dossier also wants a track record from home.

A first-time import registration must include proof, from the home government or a legal services firm, that the product has been on sale as a health food for more than a year, or a safety report on its sales abroad and its use by consumers. General trade adds one more approval, and this one sits with the factory. Health foods are on the customs list of products whose overseas plants need a recommendation from their own government before they can register.

Overseas manufacturers of imported food must register with the General Administration of Customs. Registration is valid for five years. Health foods are on the catalogue of imported foods that need official recommendation for registration. Customs charges no fee for registering overseas food plants. Without a blue hat, hire a Tmall Partner

Cross-border retail import skips the blue hat altogether.

Cross-border e-commerce retail imports are supervised as goods for personal use, without the first-import permit, registration or filing requirements. The catch is that the goods stay with the shopper who bought them.

The single-transaction limit is 5,000 RMB and the annual limit 26,000 RMB. Goods bought this way are final goods for the consumer’s own use and may not enter the domestic market for resale. No resale means no pharmacy shelf and no wholesaler. What you need instead is someone to run a cross-border store: a TP on Tmall Global, or an operator for JD Worldwide or a Douyin cross-border shop.

Here’s what the store side asks for up front. In our calculators, a Tmall Global supplements store puts down 80,000 RMB before the first sale, a 50,000 RMB deposit plus a 30,000 RMB annual fee, and pays 3% commission. JD Worldwide takes a 35,500 RMB deposit, no annual fee, and 5%. Douyin cross-border asks a 5,000 RMB deposit and 4% (TheChinaPath calculator data, November 2026). On Tmall Global the deposit comes back when a store closes in good standing.

Our guide to finding a Tmall Partner in China lists what to ask one before you sign.

Match the partner to the approval you hold

Start with a plain question. Does your product already have a blue hat in China, or will your manufacturer apply for one?

If not, hire for cross-border. If yes, look for an importer-distributor, and test it on the blue hat itself. Ask for the approval numbers of supplements it already imports, then look each one up on the SAMR database, the same check the regulator asks shoppers to run. Imported products carry a J.

Still weighing the two kinds of partner on cost and timing? Our piece on Tmall Partners versus distributors puts them side by side.

Imported registration numbers take the form 国食健注J plus a four-digit year and a four-digit serial; imported filing numbers take the form 食健备J plus a four-digit year, 00 and a six-digit serial. A distributor whose foreign brands all show up with a J in their numbers has done this before. One that can’t name a single number hasn’t.

Category licenses held in the distributor’s own name are one of the eight checks in our guide to finding a distributor in China, and Compass shortlists from distributors we have met. When the importer route fits, our China distribution team can set it up with you.

There’s a date to watch, too. SAMR put a revised Food Safety Law out for comment on October 10, 2026.

Everything above is the law in force today.

Questions brands ask about supplements partners

Can my Chinese distributor hold the blue hat?

No. For an imported supplement, the registration or filing is in the overseas manufacturer’s name. A distributor can be the Chinese agent that files the registration for you. Write that role into the contract, with the product list and what happens to it when the deal ends.

How long does a blue hat take?

A filing for a vitamin or mineral supplement is recorded on the spot once the dossier is complete. Registration has 60 working days of technical review, plus up to 20, then 20 for the decision. Inspections, retests and re-review don’t count toward that time, so plan for longer.

Can a distributor resell my cross-border stock in shops?

No. Cross-border goods are sold to the shopper for personal use, within 5,000 RMB a transaction and 26,000 RMB a year, and can’t be resold in China. A shop or pharmacy listing needs the blue hat and general-trade import.
