What it costs to sell baby care and hygiene products in China

Baby care and diapers open at 80,000 RMB on Tmall Global, 35,500 on JD Worldwide and 5,000 on Douyin. Then the children's rules and reorders decide it.

In a cross-border store's back office in Xiamen, a man holding a pack of diapers points at a Tmall Global mother-and-baby page on a monitor while a colleague in a grey cardigan reads it.

Start on Tmall Global. A store for diapers and baby wash costs 80,000 RMB there before the first sale, against 35,500 RMB on JD Worldwide and 5,000 RMB on Douyin cross-border. Commission runs 2% or 3% a sale, the bottom of the range in our calculators. What decides the year is how often a parent reorders.

The fee sheet first. Tmall Global and JD Worldwide charge diapers and baby wash the same 2%. Douyin charges 3% on the mother-and-baby goods its schedule doesn’t single out.

JD quotes its deposit in dollars, and for mother-and-baby goods the US$5,000 holds at every sales tier. Douyin’s deposit falls to 500 or 2,000 RMB after a month under 100,000 RMB of sales. A brand whose Chinese trademark is still pending, or a multi-brand store, pays 100,000 RMB to Tmall Global. Rates checked against each platform’s rule pages on October 18, 2026.

Where the baby care fees bite

Two lines in that table need a closer read.

Tmall Global puts diapers and baby wash in its lower annual-fee band. That also leaves them outside this year’s new-store waiver, which only touches the 60,000 RMB band. Toys and children’s clothing get the waiver. Diapers don’t.

New stores launched between April 1, 2026 and March 31, 2027 pay no annual fee where their main category sits in the 60,000 RMB band; the mother-and-baby lines named are toys and children’s clothing and shoes. And Douyin’s 3% is a base rate. An order that comes through the Douyin Mall app or ByteDance’s Doubao app pays a 3.9% supplement on top, so a box of diapers found in the mall tab costs the brand 6.9% in platform fees.

The route into China for baby care products

Two doors. The cross-border one is open for the whole basket.

Diapers have their own line on the cross-border retail import list, with no bonded-only remark, so they can ship from a bonded warehouse or by direct mail. Baby wash sits on it under liquid skin cleansers, next to the skincare and shampoo lines.

On that route the goods count as imports for personal use.

So the baby lotion needs no NMPA filing, and the pack can ship without a Chinese label. The same notice puts a risk warning on the order page instead: the goods meet their home country’s standards, which may differ from China’s, and may carry no Chinese label.

General trade is where a baby product and an adult one go separate ways. Take a lotion a brand sells to adults as a general cosmetic. Put a child on the pack, or the words “for the whole family”, and it becomes a children’s cosmetic.

本规定所称儿童化妆品,是指适用于年龄在12岁以下(含12岁)儿童,具有清洁、 保湿、爽身、防晒等功效的化妆品。 Children’s cosmetics are products for children aged 12 and under. Products labeled for the whole population or the whole family, or hinting at children through a trademark, picture, pun or pack shape, are managed as children’s cosmetics. Once it is one, the same regulation changes the product:

  • The pack shows the children’s cosmetics mark, a small gold shield (小金盾), on its display face, plus a warning to use it under adult supervision.
  • The formula can’t use ingredients meant for whitening, acne, hair removal, deodorizing, dandruff, hair loss, dyeing or perming.
  • The safety assessment is built on a child’s physiology, with toxicology tests where needed.
  • The label can’t say “food grade” or “edible”, and an online store shows the gold shield on the product page.

That’s a lot of paperwork for a bottle of lotion.

The animal-testing exemption is shut to them as well. Since 2021 an imported general cosmetic can skip the toxicology report under conditions. Baby products can’t.

An imported general cosmetic may skip the toxicology test report where the manufacturer holds a quality management system certificate from its home regulator and the safety assessment confirms the product is safe. A baby sunscreen goes further still.

Diapers and wipes follow a separate rulebook, and the cosmetics regulator isn’t in it.

China’s diaper rules are GB/T 28004.1-2021, a recommended standard, and two mandatory ones, GB 15979-2024 on disposable hygiene products and GB 43631-2023 on children’s paper goods. None sets a limit for formamide. Source: Beijing Business Today (北京商报), June 2026. https://xinwen.bjd.com.cn/content/s6a395e37e4b03fa51a804136.html

One of the two was written for children.

GB 43631-2023 took effect on January 1, 2025. It covers paper goods made or sold in China for children aged 6 and under, baby diapers and wipes included, with limits on heavy metals, formaldehyde and phthalates among others. Source: China Paper Network (纸业观察网), July 2024. https://www.paper.com.cn/news/daynews/2024/240726094901770836.htm

This year showed who enforces it. After self-media posts in June claimed formamide in several diaper brands, four regulators tested every domestic maker.

The joint team sampled all 168 domestic infant diaper makers, 180 brands and 368 batches, and found no formamide. Inspected plants met the hygiene code for disinfection-product manufacturers. The sweep covered Chinese plants and the notice says nothing about imports. Parents read the headlines anyway. Expect the question in customer service chat and keep your latest third-party test report ready to send.

Under general trade a diaper pack also needs a Chinese label.

None of this is legal advice. Take the SKU list to a filing agent before you price either route.

What baby care costs per order

Tax first, because the shopper sees it. Cross-border goods pay no duty, and 70% of the VAT and any consumption tax.

Diapers pay 9.1%, which is 70% of the 13% import VAT. Baby wash usually does too, because China’s cosmetics consumption tax only reaches high-end products and boxed sets.

A 400ml bottle of baby wash at 80 RMB sits far under that line. A boxed newborn gift set needs a check with your broker first.

Now the store side, on two typical baskets. The prices are our assumptions: a four-pack of diapers at 400 RMB and a twin pack of baby wash at 160 RMB.

One caveat. The calculator charges 11 RMB a parcel whatever it weighs, and a four-pack of diapers is a big, light box. Get a real quote for it.

The first order is the wrong place to measure this category. A family that likes a diaper buys the same one again and again. And each year brings only so many new families.

China recorded 7.92 million births in 2025. Source: National Bureau of Statistics (国家统计局), February 2026. https://www.stats.gov.cn/sj/zxfbhjd/202602/t20260228_1962662.html

Every one of them grows out of diapers, so a store lives on keeping the families it wins. Model the parent. At a 40% gross margin, our assumption for diapers, the four-pack leaves 131 RMB per kept order after store costs.

Diaper orders per parent in year one What one parent contributes (RMB) Parents needed to cover the 30,000 annual fee
1 131 230
4 523 58
8 1,047 29

Read the middle column as a spending cap: it’s the most you can pay to win a parent and still break even on that parent. At one order it’s 131 RMB. A parent who orders eight times is worth more than a thousand. That cap, far more than the commission, sets how hard you can spend on Tmall Global’s search ads or a Douyin creator.

The fee itself is a small hurdle: about 230 kept orders, or roughly 92,000 RMB of sales, clears the 30,000 RMB a year. The deposit comes back when the store closes in good standing.

Which platform first

Tmall Global. It ties JD on commission at 2% and sits in the lower fee band. It also runs its own diaper-rash and allergy return guarantees, which a store attaches to its listings. Since October 15 they cap how much of an order a buyer can open before claiming in a dispute, which our note on Tmall Global’s diaper and allergy return rules works through.

JD Worldwide flips it when the open question is whether China wants the brand at all. Same 2% commission, 44,500 RMB less cash to get live.

Douyin goes first only for a brand that already has video selling baby products. At 5,000 RMB it’s the cheapest way in, and on mall orders, at 6.9%, the dearest per sale.

What our case files leave out

None of the brands on our work pages sells baby care or diapers. This isn’t a category the team has worked in, so there’s no client figure here. Every number above comes from public rules or our own calculator.

Run your own numbers

The Tmall Global setup and run calculator holds the category data behind the fee table. Set the category picker to “Infant formula, diapers and baby care” and the deposit and 2% commission fill in, with the 30,000 RMB annual fee. Then replace the last-mile figure with your forwarder’s quote for a diaper box, and put your own margin in the economics field (our 40% is an assumption, and yours is the number that counts).

Questions we get asked

Do baby skincare products need NMPA approval to sell in China?

Not on the cross-border route, where goods are supervised as personal-use imports. Under general trade they need an NMPA filing, or a registration for a special cosmetic such as a baby sunscreen. On that route, anything for children aged 12 and under also falls under the 2021 children’s cosmetics rules, gold shield mark included.

Are diapers regulated as cosmetics in China?

Diapers and baby wipes follow two mandatory national standards instead: GB 43631-2023 for children’s paper goods, in force since January 2025, and GB 15979-2024 for disposable hygiene products. China’s disease-control authority inspects diaper plants under the hygiene code for disinfection-product makers, as it did for every domestic plant in 2026.

How much does it cost to open a diaper store on Tmall Global?

About 80,000 RMB before the first sale: a 50,000 RMB refundable deposit and a 30,000 RMB annual fee, with 2% commission on each sale and a 1% payment fee. A brand with only a pending Chinese trademark pays a 100,000 RMB deposit instead (TheChinaPath calculator data, October 2026).

Send us your SKU list with the claims printed on each pack and we’ll tell you which items count as children’s cosmetics, then price the store both ways: talk to the cross-border ecommerce team.
