To sell outdoor and sports gear in China, start with what the product carries. Jackets, boots, packs and sleeping bags can sell cross-border within weeks. A battery, a radio, fuel or a safety claim has to clear a rule first, and tents can’t go cross-border at all. Then find the crowd that wants it.
The table sorts nine kinds of gear against China’s cross-border retail import list (2019 edition and its 2022 update), read line by line on November 7, 2026. Where we couldn’t see a code, the cell says so: get a customs broker’s classification.
| Gear type | On the cross-border list? | Check before it ships (issuing body) | Open with |
|---|---|---|---|
| Technical apparel | Yes: jackets, down, ski suits (chapters 61 and 62) | Textile safety code GB 18401; GB 31701 for children’s sizes (SAMR) | A marketplace store |
| Footwear | Yes: 64021200 ski boots, 64021900 other sports boots | Chinese label once it moves to general trade (Product Quality Law) | A marketplace store |
| Backpacks and packs | Yes: 42029200, bags with a textile or plastic face | Chinese label once it moves to general trade | A marketplace store |
| Tents and shelters | No: there is no 6306 line on the list | General trade only: ordinary import clearance and a Chinese label | The community first, then a distributor |
| Sleeping bags | Yes: 94043090 | Chinese label once it moves to general trade | A marketplace store |
| Camping stoves and fuel | Stoves yes (73211100); gas cartridges no | Butane is banned from express delivery (State Post Bureau); source fuel inside China | The community first, stove sold without fuel |
| Climbing and protective hardware | Only 65061000 safety helmets are named; ask a broker for climbing gear | GB 24429 for sports helmets, mandatory (SAMR); CCC for e-bike rider helmets | The community first |
| GPS watches and wearables | Wristwatch lines yes (9102); ask a broker for a smartwatch | Radio type approval (MIIT); Bluetooth sits outside the low-power exemption | A marketplace store, after approval |
| Bicycles and e-mobility | Bicycles yes (87120020 racing, 87120030 mountain); e-bikes no | E-bikes: CCC to GB 17761-2024, plus CCC for the battery and charger (SAMR) | Bicycles: the community first. E-bikes: a distributor |
There’s no cost column on purpose. For fees and deposits, run your numbers in our Tmall Global calculator, which carries a sports and outdoor row.
The 2019 list includes sleeping bags (94043090), textile-faced bags (42029200), ski boots (64021200), gas stoves (73211100) and racing and mountain bicycles (87120020, 87120030); the 2022 update added skis and ski gear (95061100 to 95061900). Neither has a line for tents (6306), gas fuel (2711) or e-bikes (8711). This page is about selling your gear in China, not sourcing it
Most results for this search are about buying from Chinese factories. This one runs the other way: a brand that makes gear abroad and wants Chinese hikers, skiers, runners and riders to buy it. Every rule below comes from a Chinese regulator’s own text, checked on November 7, 2026.
Which outdoor segments are actually growing buyers
Start with the headline every pitch deck uses.
China had more than 500 million outdoor sports participants at the end of 2025, and the related industry was worth about 3.17 trillion RMB. Source: Xinhua (新华网), reporting the General Administration of Sport (国家体育总局) China Outdoor Sports Industry Development Report 2025-2026, October 2026. https://www.news.cn/sports/20261017/bc17d6841b1d470fb70984bda01c76f3/c.html
That number tells you almost nothing about your product. Half a billion people includes everyone who took a weekend walk. Underneath it, the segments pull in different directions.
Outdoor, climbing, camping and travel goods sold 142.372 billion RMB on JD, Taobao, Tmall and Douyin in 2025, up 22.22%. Bicycles, cycling gear and parts sold 18.431 billion RMB, down 5.56%. Source: Xinhua (新华网), reporting the China Sporting Goods Federation (中国体育用品业联合会) annual report 2025, platform data from Moojing Market Intelligence (魔镜洞察), May 2026. https://www.xinhuanet.com/20260520/607ef17ce93e47bb8c74f534b8236f82/c.html
China held 23% more bicycle races in 2025 than in 2024. Cities in tiers 3 and 4 accounted for 42% of outdoor spending, against 23.7% for tier 3 and below in 2024. Source: Xinhua (新华网), relaying Economic Information Daily (经济参考报) on the same General Administration of Sport report, October 2026. https://www.news.cn/fortune/20261019/6bdaed86839149a18c68778ac950e5c2/c.html
Read those two together. More people ride in events, and fewer buy cycling gear online. A cycling brand should plan for race days and bike shops long before it plans for clicks.
Running has its own calendar, and it’s crowded.
China held 594 marathons in 2025, with 6.3987 million entries, and 258 mountain trail races across 29 provinces, with nearly 540,000 entries. Source: Beijing Daily (京报网), from CCTV News (央视新闻), October 2026. https://news.bjd.com.cn/2026/10/16/11997856.shtml
Skiing is big and shallow. Most of it is first-timers on a day out, which suits goggles and gloves better than a touring binding.
Skier numbers rose from 35.42 million in the 2023-24 season to 42.08 million in 2025-26, and the report describes skiing as mostly one-off trials. Source: General Administration of Sport Winter Sports Management Center (国家体育总局冬季运动管理中心), Mass Ice and Snow Consumption Market Report, 2025-26 season, August 2026. https://www.sport.gov.cn/dyzx/n5169/c29833147/part/29833157.pdf
At the premium end, the growth shows up in company filings.
Amer Sports, which owns Arc’teryx and Salomon, reported Greater China revenue (Hong Kong, Macau and Taiwan included) of US$556.0 million in the second quarter of 2026, up 35.5%. Source: Amer Sports, second-quarter 2026 results, August 2026. https://s21.q4cdn.com/769814866/files/doc_news/Amer-Sports-Reports-Second-Quarter-2026-Financial-Results-Raises-Full-Year-Revenue-Margin-and-EPS-Guidance-2026.pdf
So the buyer is there. But that buyer is shopping for one sport, often one race, and pays up for gear that looks at home there.
The compliance line that splits the category: battery, fuel, radio, protection
Gear without electronics, fuel or a safety claim is the easy half. The rest fails at four different desks.
Radio
A GPS watch, a bike computer or an avalanche beacon transmits.
Makers and importers of radio transmitters sold or used in China, other than low-power short-range devices, must apply for type approval. Imports that need it clear customs against the certificate. Source: Ministry of Industry and Information Technology (工业和信息化部), Decree 57, Radio Transmitting Equipment Management Provisions, signed December 22, 2022, in force July 1, 2023, State Council Gazette. https://www.gov.cn/gongbao/content/2023/content_5745288.htm
Here’s the catch. The low-power list that grants the exemption writes Bluetooth out of its 2.4 GHz clause.
Bluetooth devices working at 2400 to 2483.5 MHz are excluded from the generic low-power clause for that band. Source: Ministry of Industry and Information Technology (工业和信息化部), Announcement 2019 No. 52, November 2019. https://wap.miit.gov.cn/jgsj/wgj/wjfb/art/2020/art_792ab84586c34b64bb391eb6496c0953.html
On our reading, a watch that pairs with a phone needs its approval answer before it ships. Ask your test lab to confirm the model against the current type-approval scope. Then get your bonded warehouse’s view in writing too, because cross-border retail is exempt from first-import approvals and we found no text that settles how the two rules meet.
Fuel
A stove is fine. The gas isn’t. Butane cartridges have no line on the cross-border list, and they can’t travel by courier inside China either.
Flammable gases, butane included, are on the list of items banned from postal and express delivery. Source: State Post Bureau, Ministry of Public Security and Ministry of State Security (国家邮政局 公安部 国家安全部), Guo You Fa 2016 No. 107, November 2016, State Council Gazette. https://www.gov.cn/gongbao/content/2017/content_5210523.htm
Sell the stove alone, and name on the product page the local canisters that fit it.
Protection
A product that promises to protect a head or a body answers to a standard.
GB 24429-2009, the safety standard for cycling, skateboard and roller-skate helmets, is a mandatory national standard and current. A full revision is out for comment. E-bike helmets went further, into China’s compulsory certification, CCC.
From May 1, 2025, e-bike rider helmets in the CCC catalog must be certified and carry the CCC mark before they leave the factory, are sold or are imported. Source: State Administration for Market Regulation (市场监管总局), Announcement 2024 No. 9, April 2024. https://www.cnca.gov.cn/zwxx/gg/zjgg/art/2024/art_f0b45060b8584eed8fcf97e9ec01c5c5.html
We found no CCC line for climbing harnesses or carabiners in the 2023 catalog table. Don’t read that as a green light; get the classification in writing.
Battery
The battery question is sharpest on e-bikes.
E-bike lithium-ion batteries and chargers must carry CCC from November 1, 2025. Source: State Administration for Market Regulation (市场监管总局), Announcement 2024 No. 26, July 2024. https://www.samr.gov.cn/zw/zfxxgk/fdzdgknr/rzjgs/art/2024/art_39caec2eab454e09a47d7212a292555d.html
CCC certificates issued to the old e-bike standard were canceled on December 1, 2025, and those bikes may no longer be sold. Source: Certification and Accreditation Administration (国家认监委), Announcement 2025 No. 25, November 2025. https://www.cnca.gov.cn/zwxx/gg/2025/art/2025/art_5dd2568ce1c74f4bbb5321584c5b4d98.html
For a headlamp or a heated glove, the question is freight. Settle the dangerous-goods paperwork with your forwarder before the first carton flies.
Cross-border for apparel and packs, general trade for hardware
Cross-border retail is the light way in. China treats the goods as the shopper’s own imports.
Cross-border retail imports are supervised as personal-use goods, and first-import license, registration and filing requirements do not apply. Source: Ministry of Commerce and five other bodies (商务部等六部门), Shang Cai Fa 2018 No. 486, November 2018. https://www.mofcom.gov.cn/zfxxgk/gkml/art/2018/art_1e2248ade45e4652a12c25d6a45e4f28.html
That suits soft goods. A jacket, a pair of trail shoes, a 40-liter pack and a down bag can all sit in a bonded warehouse inside China and ship the moment a buyer in Chengdu orders. You learn which colorways and sizes sell before you commit to a container.
Now the entry ticket, from our own calculator.
A sports and outdoor flagship on Tmall Global pays a 50,000 RMB deposit and a 60,000 RMB annual fee, so 110,000 RMB leaves the account before the first sale, with 5% commission after that. On JD Worldwide the same row is a 35,500 RMB deposit (US$5,000), no annual fee and 6%. Hardware is different. A tent has no cross-border line, so it enters as ordinary goods with a Chinese label. An e-bike needs its CCC files. A Bluetooth watch needs its radio answer. Once those files exist, general trade opens every shelf, online and off, and that’s where a distributor earns its margin.
Most outdoor brands end up running both routes: soft goods cross-border, hardware through a partner. Our cross-border store setup covers the store and the bonded warehouse together.
Why the first orders come from a community, not a category page
A shopper who types “tent” into Tmall gets pages of results, and a foreign name no one at the club wears is easy to scroll past. The outdoor buyer finds you through the activity. A trail runner buys what the club’s fastest member wore at the last race. A climber buys what the gym’s route setters use.
So pick one crowd. The race calendar above is your map: trail races in 29 provinces, nearly 600 marathons, a ski crowd of beginners. Each wants a different product.
Then sell where that crowd already talks: a store page that answers a club member’s questions, a Douyin store or livestream that ends in a sale, stock in the warehouse before race season. That’s our social commerce work.
Seeding gear with athletes and managing the community belong to TheRedScroll, the group’s China social media agency. For the platform picture, see our guide to social media in China.
Distributor or your own store for technical hardware
Even the biggest sports brands are redrawing this line.
Nike told Topsports and Pou Sheng that their online sales of Nike in mainland China end on January 1, 2027. Nike’s China online business will center on its own Tmall, JD and Douyin flagships, site and app. Source: Beijing Business Today (北京商报), on CCTV.com (央视网), July 2026. https://finance.cctv.com/2026/07/23/ARTIYIQhdDU0ATsI4UwVa0Oq260723.shtml
A smaller hardware brand can borrow the logic. Keep the online flagship in your own name, so prices and reviews stay yours. Give the distributor the offline shelf: specialty stores, ski resorts, bike shops, race expos.
That shelf is spreading. With 42% of outdoor spending in tier 3 and tier 4 cities, a brand that sells only in Shanghai and Beijing misses a big share of its buyers. A distributor with a provincial network reaches them, and holds the general-trade stock your tents and stoves need.
Pick one by sport as much as by coverage. A ski distributor with resort accounts is no use to a trail-running brand. Our distributor sourcing and management work starts with that match.
We have no published outdoor client case yet. Every figure here comes from a regulator, a company filing, the state press or our own calculators.
Your first ninety days selling outdoor sports gear in China
Weeks 1 and 2. Sort the range into the table’s rows. Soft goods go to the cross-border list. For everything else, get the broker’s classification and the test lab’s view on radio, CCC and helmet standards.
Weeks 3 to 6. Pick the store, file the brand papers it asks for and send soft goods to the bonded warehouse. Write Chinese product pages that answer the sport’s own questions: waterproof ratings, fill power, sizing.
Weeks 7 to 10. Choose your crowd and your season. Map the races, resorts or trails where it shows up in the next six months, then brief the social partner.
Weeks 11 to 13. Open talks with two or three distributors for the hardware and the offline shelf. Bring the cross-border store’s first sales data; it’s the best evidence you’ll have.
Questions brands ask
Can I sell a tent to Chinese shoppers cross-border?
Not through the cross-border retail list. We found no line for tents (6306) in the 2019 list or its 2022 update. A tent enters China as general trade, with a Chinese label, usually through a distributor or your own importing entity. Packs, sleeping bags, apparel and footwear do have lines.
Does a Bluetooth sports watch need approval in China?
Plan on it. China requires type approval for radio transmitters except listed low-power devices, and that list excludes Bluetooth in the 2.4 GHz band. Ask a test lab to check your model against the current rules before you price the launch.
Can I ship camping gas to Chinese buyers?
No. Butane is on the State Post Bureau’s list of items banned from postal and express delivery, and gas cartridges have no line on the cross-border list. Sell the stove on its own and name the locally sold canisters that fit it on the product page.
Which outdoor segment is growing fastest in China?
On platform data for 2025, outdoor, climbing, camping and travel goods grew 22.22% online, to 142.372 billion RMB, while cycling gear fell 5.56%. Running and trail events are large too. Pick the segment your product leads in, then the crowd inside it.
