A baby products distributor in China is chosen one product group at a time. Infant formula sold in Chinese shops needs a formula registration with the State Administration for Market Regulation (SAMR), and only the factory can apply. Cross-border sales need none. So the product sets the route, and the route sets the partner: a Tmall Partner (TP) or a licensed importer.
Trust does the rest. Chinese parents buy baby goods on proof of safety, and there are fewer parents every year.
China recorded 7.92 million births in 2025, a birth rate of 5.63 per thousand. Source: National Bureau of Statistics (国家统计局), February 2026. https://www.stats.gov.cn/sj/zxfbhjd/202602/t20260228_1962662.html
A smaller cohort makes each family worth more to whoever holds its trust. Most of the time that’s your partner, not you. The platform fees for diapers and baby wash are on our baby care cost page. This page is about who sells for you, and what each of them needs before the first tin or pack moves.
The formula registration belongs to your factory
Start with formula. It’s the strictest product in the category, and the rule sits with your factory, not with whoever sells for you.
The recipe of infant formula milk powder and infant formula liquid milk must be registered with the State Council’s food safety regulator. Formula may not be made by repacking, and one company may not use the same formula for different brands. The registration rules spell out who applies.
The rules cover formula made and sold in China and formula imported into it. The applicant is the producer, in China or abroad. Each company is held, in principle, to three formula series and nine recipes, and a certificate lasts five years. So a distributor can’t register your formula for you. Nobody can. What it can do is import a registered formula and sell it, and the number printed on the tin (it starts 国食注字YP) tells you whose registration that is.
The one-formula, one-brand line matters in a negotiation. A distributor that wants your recipe under its own private label is asking your factory for something the law bars.
Baby products distributor in China or TP: the fit by product
The table maps each product group to its route, what has to exist before the first sale, and the partner that fits. Costs stay on the cost pages.

| Formula and baby food | Cross-border | No registration; on Tmall Global, a mainland company with a food business license | TP plus a licensed mainland food company | Tmall Global, JD Worldwide, Douyin cross-border |
| Baby food and snacks | General trade | Chinese label naming the domestic agent | Food importer | Supermarkets, mother-and-baby stores, domestic online stores |
| Baby lotion and wash | General trade | NMPA filing as a children’s cosmetic, gold shield mark | Distributor that is, or works with, your domestic responsible person | Personal-care chains, mother-and-baby stores |

Cross-border: a Tmall Partner, with a licensed company behind the food
Cross-border is the door for a brand without a formula registration, and for anyone testing demand before paying for filings.
Cross-border retail imports are supervised as goods for personal use, and first-import permit, registration and filing requirements do not apply. The overseas seller must appoint a company registered in mainland China, which bears joint civil liability. Tmall Global added a condition for food this year. It reaches straight into your partner choice.
Stores in infant formula, baby food, maternal formula and maternal nutrition must submit a mainland company’s business license and food business license, its legal representative’s ID, and a cross-border retail import food entrusted-operation agreement. Your TP either holds that license or brings a company that does. Ask which one, by name, before you sign, because that company’s license now sits under your store. Our page on who acts as importer for Tmall Global sorts out the other roles.
Then the deposit, which decides whose store it is.
A Tmall Global brand flagship or authorized store selling infant cow, goat or liquid milk pays a 50,000 RMB deposit. A multi-brand reseller store pays 300,000 RMB. Source: Tmall Global (天猫国际), 天猫国际平台保证金规则, in force May 12, 2026. https://rule.tmall.hk/?type=detail&ruleId=8942&cId=625
Six times the money. A distributor that sells your formula in its own reseller store has put up 300,000 RMB and will price for it. A flagship in your name, run by a TP, costs less to open and stays yours.
Our calculators put the opening cash side by side.
Infant formula and baby care cost 80,000 RMB before the first sale on Tmall Global (50,000 RMB deposit plus a 30,000 RMB annual fee), 35,500 RMB on JD Worldwide and 5,000 RMB on Douyin cross-border. Commission runs 2% on Tmall Global and JD Worldwide and 3% on Douyin. Source: TheChinaPath calculator data, November 2026.
The guide to finding a Tmall Partner in China covers how to check a TP’s stores and contract.
General trade: an importer that already sells to mother-and-baby stores
Shelves need general trade. Here the partner imports under its own name and answers to the regulator for what is on the pack.
Food sold only in sealed, prepackaged form, infant formula and other special foods included, needs a filing with the local regulator instead of a food business license. So a small formula distributor may show you a filing receipt, not a license. For a shop that’s enough. For a Tmall Global store it isn’t, so check which document each company holds and that its name matches your contract.
Imported prepackaged food must carry a Chinese label stating its origin and the name, address and contact of the domestic agent, or it may not be imported. Baby lotion follows the cosmetics regulator, and its own rulebook.

The filing is made in your name by a Chinese company you appoint as domestic responsible person. If your distributor takes that role, it holds your filings, so write the exit into the deal on day one.
Diapers show how fast trust breaks. In June 2026, online posts claimed formamide in diapers, and four regulators set up a joint team on June 22.
The joint team of SAMR, the industry ministry, the health commission and the disease-control bureau sampled all 168 domestic infant diaper makers, 180 brands and 368 batches, and found no formamide. The report came out on October 15 and covered Chinese plants only. Expect the question about imports anyway. The distributor you want has your latest test report on file and can send it to a store buyer the same day.
What to ask a mother and baby partner before you sign
Ask for answers per product, in writing:
- Whose registration or filing each product sells under. For formula the answer is your factory, and the number is on the tin.
- Which company holds the food business license or filing, and whether it’s the company signing with you.
- On Tmall Global, which mainland company signs the food entrusted-operation agreement.
- Whether the store will be a flagship in your name or the partner’s own multi-brand store, and who pays the deposit.
- Which mother-and-baby chains and online stores it sells to today, by name.
A partner that answers the last one vaguely probably doesn’t have them.

Questions mother and baby brands ask about China partners
Can a distributor register my infant formula in China?
No. SAMR takes formula registration applications from the producer, in China or abroad, so your factory applies and holds the certificate for five years. A distributor imports and sells a registered formula. Cross-border sales on Tmall Global, JD Worldwide or Douyin need no registration, but Tmall Global wants a licensed mainland food company behind the store.
Is cross-border or general trade better for baby products?
It depends on the product. Formula without a registration can only go cross-border. Baby lotion, diapers and toys can take either route. Cross-border needs no filing and suits a test. General trade reaches mother-and-baby stores and supermarkets once the paperwork for each product is done.
Should my distributor run my Tmall Global store?
Usually not for formula. A reseller store pays a 300,000 RMB deposit on infant milk, against 50,000 RMB for a flagship in your name. A TP can run the flagship while a distributor covers shelves, as long as each one’s product list and prices are written down.
